PROGRAM OVERVIEW
The Personal Assistance Services Program (PAS) provides financial assistance to enable adult persons with severe physical disabilities to remain in their own homes and avoid placement in a long-term care facility. The financial assistance is to access home-based personal care services to those that do not qualify for other programs such as Medicaid or COPE. The service is based upon the identified needs of the individual and available funding.
Some clients may share in the cost of care.
Scope of Personal Care Services:
PAS offers the following services to those accessing the program:
- Dressing and undressing
- Bathing and grooming
- Toileting
- Preparing meals
- Assistance with feeding
- Getting in and/or out of bed
- Repositioning while sleeping
- Use of prostheses and other medical equipment
- Moving about in the home
- Range of motion exercises
- Essential laundry
- Other minor needs directly related to the maintenance of personal hygiene
Respite Services
Services provided to eligible recipients to provide relief to their family caregiver. These services are furnished on a short-term, occasional basis.
ELIGIBILITY
The PAS program serves adults over 18 years of age with a severe physical disability that causes a need for personal assistance and who lacks an a funding source. The recipient must be able to direct their own care.
If eligible, there is a formula in place that determines client co-pay according to their gross family monthly income.
The criteria for financial assistance to physically disabled persons for essential personal care are:
- Be a resident of the State of Nevada
- Be physically disabled as diagnosed by a licensed physician, physician's assistant or a registered nurse
- Use all other resources in the community that provide essential personal care or financial assistance for essential personal care before requesting financial assistance.
- Require no more than 35 hours per week of essential personal care from PAS
- Be capable of supervising the Personal Care Assistant (PCA) who provides the care
- Provide financial verifications
APPLY
If you believe that you or someone you know may be in need of PAS services, contact the Aging and Disability Services Division (ADSD) office nearest you.
Once a referral is made to the regional office, a social worker will contact the individual in need of services to determine which services are most appropriate. The applicant will provide medical documentation supporting the severe physical disability and complete the PAS application. An in-home visit will be scheduled within 28 days from the date the information is received.
ADSD personnel are dedicated to the provision of quality services which assist individuals to remain independent in their own homes.
Supporting Documentation
Applicant will need to provide supporting documents along with a completed application. Copies of the supporting documents that may be required include, but are not limited to, the following:
- Identification
- Proof of Income, such as:
- Social Security checks/payments
- VA pension
- SSI checks/payments
- Pension checks/payments
- Employment
- Bank statements (from the past three months)
- Investments/Assets statements (hover here for a list of examples)
- Medicare card
- Social Security card
- Information on supplemental healthcare and/or prescription drug coverage
